Our vision is to create a thriving and inclusive residential community that sets a new standard for solving the housing crisis impacting people with intellectual and developmental disabilities across the country.

Our Story
Nestled in Hardeeville, South Carolina, just outside of Hilton Head Island, Osprey Village is a nonprofit community with a mission to create a place where adults with developmental disabilities can live independently, thrive socially, and feel fully included. Founded by local families and supported by compassionate volunteers, we are building an intentional neighborhood where people of all abilities live, work, and grow, side by side.
Osprey Village is about empowering individuals with developmental disabilities to live full, meaningful lives. Through life-skills training, engaging activities, and a deeply inclusive community, we’re creating a place where everyone belongs and everyone contributes. Whether you’re a parent, donor, thrift store shopper, or neighbor, you are part of a powerful movement, reshaping how our community embraces inclusion, diversity, and belonging.

Executive Director
Tom Swanciger
Tom brings years of executive leadership experience from his work with the YMCA and most recently as CEO of Father to Father Inc. A visionary at heart, Tom is deeply committed to the mission of Osprey Village and is passionate about creating a supportive, inclusive community where individuals can truly thrive. His dedication and leadership are helping to shape a brighter future for Osprey Village.

Director of Development & Co-Founder
David Green
David was one of the original founders of Osprey Village, Inc. in 2008. He led the efforts to incorporate and get recognized by the IRS as a 501(c)3 nonprofit organization, and also served as the first Board President. David now works as a contract consultant for Osprey Village as the Director of Development. He has been leading the effort to obtain funding for both the capital project and ongoing operations of the Osprey Village neighborhood, as well as growing our network of advisors, supporters, government officials and consultants. David and his wife, Paula, have a 43-year-old developmentally disabled son, Paul, who lives with them in their home in Bluffton. They moved to the area from western PA in May of 2005 so Paul could participate in the Programs for Exceptional People (PEP) program on Hilton Head Island. As David notes, “We were talking about the idea of a ‘neighborhood with a purpose’ to support adults with special needs even before we moved here, but it was more wishful thinking than a real plan. Seeing Osprey Village come to life before our eyes and being involved in it from the beginning has been one of the most rewarding experiences of our lives.”

Director of Member Services
Amy Siders
Amy began as a school counselor, but case management quickly became my passion due to the direct involvement and unique challenges it offers. Throughout my career, I’ve focused on identifying challenges and finding solutions for underserved communities, from my recent role with The Arc of SC in Beaufort and Jasper counties to 12 years of running my own Vocational Rehabilitation company. Working with the IDD and Traumatic Brain Injury communities has deepened my commitment to breaking down barriers for those with disabilities and their loved ones. Now, I’m thrilled to help build a new path for housing and services, creating a vibrant, supportive community where it’s truly needed.
Mike Duncan
General Manager Thrift Stores
Mike is the General Manager of the Osprey Village Thrift Stores, bringing with him many years of experience in optometry, where he found joy in helping people see better. Now, he enjoys working with a team of dedicated volunteers and is passionate about the store’s mission. Mike loves that every item sold helps support Osprey Village’s vision, creating a positive impact in the community he cares deeply about.

Osprey Village is governed by a dedicated, all-volunteer Board of Trustees, comprising diverse community leaders and business organizations. They are responsible for shaping the organization's mission, maintaining its financial health, and ensuring quality care for those we serve.
